1. Introduction:
The Government of India launched a CSC (Common Service Centre) programme in 2006 to empower the rural community and catalyse social changes through ICT and to deliver the services at their doorstep. 1 lakh CSC would be setup in 6 lakh villages on honey-comb model i.e. each CSC would cover 6 villages. Service Centre Agency (SCA) was to be selected through open bidding process. SCA would set up CSC. CSC was managed by VLE (village level entrepreneur). Financial viability gap funding was to be provided to SCA for sustainability. In Tripura, 870 GP/VC were available as per census 2001, hence 145 CSCs was set up. An amount of Rs 7000/- was provided to SCA for each CSC established.
CSC 2.0 scheme was approved in August 2015 which aims to establish self-sustaining network of 2.5 lakhs CSC centres to cover all the Gram Panchayat (GP) of the country over a period of three years. The model of CSC 2.0 is envisaged as transaction based and service delivery based model, delivering a large bouquet of e-services through a single delivery technological platform, which would expand the network of self-sustaining CSC across the country. In Tripura, total 1178 GPs/VCs are to be covered under the scheme. Under CSC 2.0 scheme no financial assistance would be provided to VLE.
2. Stakeholders of the Project:
i) CSC e-Governance Service India Ltd. - CSC-SPV: CSC SPV is the implementing agency for the project and it has been envisaged to provide suitable program management support for successful implementation of the project. CSC SPV would act as co-ordinating agency for development, enablement, on-boarding and delivery of services centrally through the universal CSC technological platform.
ii) State Nodal Department/State Designated Agency: Tripura State Computerisation is the State Designated Agency for CSC 2.0 implementation. SDA is responsible for implementing the CSC Scheme in the State via the DeGS (district e-Gov Society), including finalizing the implementation framework for operationalising CSCs, creating an institutional framework for service delivery to ensure time bound delivery of online services, monitoring the implementation and providing required financial support to all stakeholders.
iii) District Administration/ District e-Governance Society (DeGS): District e-Governance Society (DeGS) under the District Magistrate/District Collector has to play a key role towards the last mile implementation and monitoring of the rollout. Selection/identification of VLEs and the operations of the CSC Network in the district.
iv) Village Level Entrepreneur: Village Level Entrepreneur (VLE) is responsible to bear the entire capital and operational expenditure involved in making the CSC operational. VLE also delivers various services to citizens as per the direction of the State/UT Administration
3. Status of Implementation of CSC 2.0 in Tripura:
DeGS is managing day to day operation including selection of VLE etc. District wise status of CSC 2.0 implementation is given below: -

How to register a CSC:
a) Visit the URL http://register.csc.gov.in
b) Click on “Click here to apply” button displaying on the homepage.
c) Enter you aadhaar number, select the authentication type and further add the Captcha Text. Click on “Submit” button”
d) After aadhaar authentication, your aadhaar information will be displayed along with the form.
e) Please fill the details under the tabs, Kiosk, Banking, Document and Infrastructure.
f) Review your details and click on “Submit” button to register yourself and an application ID will be generated.
g) You will receive an acknowledgement email regarding successful completion of your application on your registered email address.
