Common Service Centre 2.0

Brief Description:

Common Service Centre (CSC) is one of the Mission Mode Projects under Digital India programme. Initially the CSC Scheme was approved by the Government of India in September 2006 under NeGP. The scheme aimed for the establishment of one lakhs ICT enabled front-end service delivery outlets, equitably spread across rural India in the ratio of one CSC per six villages, thereby covering all six lakhs villages.CSCs were envisaged as internet enabled centres allowing access of government, private and social services to citizen.

In Tripura State Around 229 CSCs as on March 2016 are operational under the day-to-day control of Village Level Entrepreneurs (VLE). Currently, more than 30,000 transactions take place through CSCs every month.

Under Digital India programe, it is now planned to establishment of at least 2.5 lakhs CSCs covering all Gram Panchayats of the country over a period of four years, which includes strengthening and integrating the existing one lakh CSCs and making operational an additional 1.5 lakhs CSCs at Gram Panchayat (preferably at GP premises) in CSC 2.0 Scheme. It is envisaged as a service/transaction oriented model with a large bouquet of services made available at the CSCs for delivering to the citizens. Common Service Centres (CSCs) are kiosk/delivery outlets at the Gram Panchayat and ADC village level by which Govt. services are being delivered to the citizens along with B2C services. 

The Common Service Centre scheme 2.0 proposes:-
  • Integrated approach to ensure availability of online services.
  • To provide necessary support infrastructure needed for smooth operations & seamless delivery of services.
  • Empower DeGS under SDA for establishment of CSCs at GP level.
  • VLEs would interact directly with SDAs through DeGS.
  • Technology driven relationship among stakeholders.
The CSC 2.0 envisages four core components:-
  • The CSC network
  • CSC Connect services portal/Apna CSC Portal
  • State/UT-level help Desk
  • Services offered through MMPs
    Whereas the Departments and Agencies of Tripura State are gearing up to deliver citizen services in electronic mode on an ambitious scale and hence expansion of the CSCs as key citizen interface points has become very essential.
CSC2.0 scheme implementation guidelines have been formulated by DeitY in Dec’2015. Based on that, State Designated Agency (SDA) i.e. Tripura State Computerisation Agency (TSCA) has derived an action plan and narratives for implementing this scheme in timely and effective fashion in Tripura. Various stakeholders are responsible to take-up key activities of this scheme.
